Unzen is the only character that can apply this move. He looks like a monk and wears some sort of prayer beads as a necklace.
Unzen has one of the most difficult bearhug to pull in-game:

charge back, forward + AC:
Unzen charges up, filling his super meter. He then rushes forward, and if he grabs the opponent, he gives them a bear hug, causing quite a bit of damage.
